Purpose
Lead the operation of Plan Honduras in the Programs Unit, coordinating staff and resources to ensure the achievement of the country’s strategic objectives, in line with the global strategy and the CAM sub-region, the program and influence approach and corporate policies, institutional processes and procedures and corporate standards, to fulfill the organization’s purpose.
General Responsibilities
1.Lead the strategy and operation in the Program Unit:
• Collaborate in the construction of the strategic planning and the programmatic and operational implementation of the country.
• Facilitate the identification and resolution of problems and/or conflicts of the team in charge.
• Represent Plan at the departmental and national level by delegation of the Country Representation. • Establish and maintain local alliances and associations, ensuring the guidelines of the policy by building better partnerships.
• Contribute to the Country Strategy (CS) and CAM and Global strategy, seeking greater efficiency.
2. Direct the management and implementation of programs and projects in the Program Unit:
• Coordinate community development and humanitarian response processes, ensuring the participation of children with a transformative approach to gender and human rights.
• Plan and monitor compliance with Plan International’s commitment 2 in their territories
. • Define, implement and monitor local strategic priorities in coordination with national coordination and implementation management. • Ensure efficient management of sponsorship and communication products.
• Participate in the design, implementation, monitoring and evaluation of programs and projects.
• Support the processes of influencing public policies at the municipal and national level in coordination with the Country Representation and Implementation Management based on corporate guidelines and within the framework of the FAD and SPAD.
• Follow up on strategic alliances and build relationships with partners and networks, monitoring actions implemented for the development of local capacities of partners, local governments and communities.
• Coordinate learning and scaling up processes. Dissemination and verification of compliance with the safeguarding policy and child and youth protection processes at internal and external levels.
• Support compliance with gender and safeguarding standards.
• Monitor the leverage of complementary resources for the Projects.
• Coordinate the humanitarian response in emergency situations within the scope of their territory .
• Monitor the programmatic quality and compliance with the goals set for the programs and projects implemented in the Program Unit.
3. Supervise and ensure the administrative and financial management of the Program Unit:
• Ensure the administration of the UP budget.
• Guarantee compliance with the recommendations for global assurance and internal control.
• Elaboration of the operational planning of the UP. • Monitoring of administrative practices in the execution of projects, through the SAP System and PMERL.
• Facilitate the internal and external audit processes.
• Follow-up of KPIs to analyze progress in meeting the UP goals and take necessary corrective actions, in coordination with the National Coordinators and the Implementation Management
. • Provide information for the preparation of the quarterly country report.
4. Manage and lead the people and culture processes in your area:
• Manage the performance of all staff under your charge, ensuring that each person has an Individual Responsibility Plan and that it is evaluated in a timely manner, in coordination with the project coordinators and the implementation management for the FDCs that will carry out programmatic activities.
• Ensure the participation of your staff in the training promoted by the People and Culture department for the development of the required knowledge and skills.
• Ensure that all staff of the Programs Unit know and apply the corporate policies and approaches. • Follow up on the implementation of strategies promoted by the People and Culture department to maintain a good work environment.
• Follow up on the implementation of the improvement plan derived from the work environment surveys.
• Collaborate with the People and Culture department so that new hires comply with 100% of their regional & global induction process, as well as induction into the position in coordination with national technical advisors and national Program and project coordinators.
• Complete all courses assigned in the Learning Plan and/or any other courses assigned for their training process in the position or organization.
• Ensure that all personnel under their charge complete all assigned courses in a timely manner.
• Ensure that all requirements requested by people and culture for the entry of interns and professional volunteers in their area are met.
• Report any incident in accordance with the processes established by the organization.
• Contribute to compliance with security policies and protocols (SOPs).
5. Lead the Sponsorship communications processes in the Programs Unit, ensuring compliance with the KPIs and corporate standards in line with our organizational policies:
• Implement the strategies established by the Sponsorship department to execute the communications system for the respective portfolio.
• Follow up on sponsorship KPIs to comply with the Plan’s sponsorship commitments.
• Ensure compliance with our organizational policies in sponsorship management. • Implement and monitor the Sponsorship Caseload Management Plan in the Program Unit.
• Ensure compliance with Sponsorship products according to the National Programming, complying with corporate standards.
• Ensure timely and quality response to NOIs (National Office Requirement) and other donor requirements.
• Ensure the process of visits by International Friends (SPs) according to established protocols and reporting to the Country Office and National Office (NOs).
6. Transition and Programmatic Closure of Projects
• Support in the socialization of the Work Plan and process with staff and external actors involved (includes project closing meeting) and responsibilities that need to be ensured post-closing.
• Support, together with the National Coordinators, the programmatic quality with the following tools: gender marker, programmatic excellence (for the transition and/or closing stage)
• Coordinate the implementation of final activities: Programmatic, Logistics and administration, payments and pending accounts, closing of actions with partners, etc. • Socialize with the teams the lessons learned and improvements of the Projects
• In coordination with the respective advisory services, ensure compliance with the project cycle management standards in the corresponding part (includes MELR standards)
• Support the knowledge management processes in their territory.
7. Adequately manage risks related to the area of programmatic and project implementation to contribute to the country risk analysis at a general level:
• Responsible for the risk management system, controls and actions related to programmatic and project implementation in their territory.
8. Safeguarding Responsibilities:
• Ensure the Safeguarding Policy is fully embedded across their areas of responsibility in accordance with the Safeguarding Implementation Standards.
• Work closely with the CO Safeguarding Technician and the PU Safeguarding Focal Point to ensure all measures relevant to the Safeguarding Policy are in place and implemented.
• Report any concerns about child abuse or maltreatment or non-compliance with the Safeguarding Policy. • Ensure the Safeguarding policies are implemented and fully embedded in accordance with the principles and requirements of the policy, including the relevant Implementation Standards and Guidelines as appropriate to their area of responsibility.
• Ensure that staff and partners are aware of and understand their responsibilities under these policies and the Plan International Code of Conduct (CoC), their relevance to their area of work and that concerns are reported and managed in accordance with appropriate procedures
• Follow-up on the Pu safeguarding action plan
• Follow-up and/or participate in evaluations of safeguarding standards.
9. Gender and Inclusion Responsibilities:
• Ensure that action plans related to gender equality are planned, implemented and reviewed in the PU.
• Coordinate with the National Technical Advisory Board on Gender and with the Human Resources Department to develop staff capacities in relevant aspects of gender equality. • Monitor and comply with the Women and Security plan.
• Support project coordinators to ensure the use and monitoring of the Gender Transformative Marker in all projects in Design, implementation and final review.
• Promote inclusive practices and spaces for reflection among the Program Unit teams, ensuring that they reflect the commitment to the principles of Feminist Leadership and the gender transformative approach.
• Identify and address issues related to gender inequality and discrimination within the PU, as well as in the Plan’s relationships with the participants of the programs and projects.
• Ensure the appointment of Gender focal points to support the facilitation of the gender transformative approach in the team.
10. Perform additional related and complementary tasks, aligned with the organization’s objectives, values, standards and ethics:
• Perform tasks complementary to those described in the profile and that benefit the organizational objectives both in normal times and in emergency periods.
• Fulfill the responsibilities under your charge as Focal Point in any of the designated areas. • Others that are designated by your immediate supervisor.

Knowledge, skills, behaviors, and experience required to achieve the objectives of the position:
Academic qualifications and experience
• Bachelor’s degree in Social Development, Project Management, Business Administration, Social Sciences or related careers.
• Master’s degree in Project Management (Desirable). • Basic English
• At least five (5) years of experience in management or coordination of projects and/or programs at the community level.
• Minimum three (3) years of experience in articulating and establishing alliances with social actors, government entities, etc.
• At least four (4) years of experience in planning, implementation and evaluation of social development programs and projects.
• Experience in rural development with emphasis on children
• Experience and knowledge in preparation, monitoring and administration of budgets.
• Experience in personnel management and team leadership.
• Mastery of Microsoft Office and the Internet, virtual platforms such as zoom and teams
• Availability to travel within and outside the country.
