Background

SLM is preparing a proposal in response to The Global Fund’s Request for Proposals for LFA services in Myanmar. This role entails independent verification of grant performance, financial management, and health product supply chains under challenging conditions, including post-disaster recovery and systemic disruptions.

Position Summary

The Senior Finance Professional is responsible for leading all financial verification and assurance activities. This role requires a deep understanding of local accounting frameworks and Global Fund financial management requirements to provide robust, independent assurance on the use of grant funds and the effectiveness of the PR’s financial systems and internal controls.

Key Responsibilities

  1. Lead and conduct Finance Implementation Verifications and Spot-Checks for high-risk grants, as detailed in the Local Fund Agent (LFA) Work Plan.
  2. Assess the design and effectiveness of the PR’s internal control environment, accounting systems, and financial management procedures.
  3. Verify grant expenditures against source documentation, ensuring compliance with the approved budget and the Global Fund Guidelines for Grant Budgeting.
  4. Analyze and report on financial risks, including fraud indicators such as irregularities in procurement, cash management, and payroll.
  5. Review and provide recommendations on the financial sections of the Progress Update/Disbursement Request (PUDR).
  6. Mentor and supervise the Junior Finance Professional, ensuring their work is of high quality and contributes effectively to deliverables.

Minimum Qualifications and Experience

  1. A professional accounting qualification (e.g., CPA, ACCA, CIMA) is strongly preferred. A Bachelor’s or Master’s degree in Accounting, Finance, or a related field is required.
  2. At least 8-10 years professional experience in financial management, auditing, or forensic accounting, preferably within the international development or public health sectors.
  3. A good knowledge of the local accounting framework and financial management systems in Myanmar.
  4. Demonstrated experience with Global Fund financial policies, budgeting, and reporting guidelines.
  5. Prior experience with the Global Fund is strongly preferred.
  6. Fluency English is mandatory.
  7. This position has a mandatory requirement to be based in-country (Myanmar).
