About CPA Afghanistan:
CPA Afghanistan is the only professional accountancy organization in Afghanistan and the regulator the accountancy profession in Afghanistan with particular focus on Professional accountancy education and professional qualification, Practice licensing and registration of individuals and Audit firms, Adoption and implementation of international standards for use in Afghanistan and Professional conduct, including external quality assurance, investigation of misconduct and disciplinary measures. The CPA is works under the Treasury department of the Ministry of finance.
Objective:
The objective is to offer expert guidance and support in developing innovative and technical solutions for improved management across the four departments of CPA Afghanistan: Quality Assurance Review, Membership and Licensing, Professional Standards, and Professional Qualification.
Key Responsibilities:
Quality Assurance Review Department:
• Evaluate existing quality assurance processes and suggest improvements to enhance effectiveness.
• Create and deliver training programs on quality control standards to strengthen staff skills.
• Conduct regular audits to ensure compliance with quality standards and identify areas for improvement.
• Provide mentorship to staff involved in quality reviews of audit firms to support their development.
• Establish and update protocols for carrying out quality reviews to align with best practices.
• Assist CPA staff in preparing detailed reports on quality review findings for clarity and accuracy.
• Gather and analyze feedback from audit firms and stakeholders to improve practices and processes.
Membership and Licensing Department:
• Help develop and update membership and licensing policies for the future.
• Offer guidance and support to CPA staff on membership application processes.
• Analyze membership trends and provide valuable strategic insights.
• Organize workshops to educate members about licensing requirements and expectations.
• Oversee and improve the license renewal process for efficiency.
• Evaluate member compliance with CPA and international standards.
• Create outreach initiatives to attract new members, including individuals and audit firms.
Professional Standards Department:
• Provide advice on adopting and implementing accounting standards effectively.
• Lead the creation of professional guidelines and manuals for best practices.
• Collaborate with stakeholders to collect feedback on current standards.
• Conduct research on emerging trends in accounting standards to stay current.
• Evaluate existing standards and recommend updates tailored to the needs of the Afghan market.
Professional Qualification Department:
• Support to Create and update curriculum for CPA Afghanistan professional qualification programs.
• Assess and improve evaluation methods to meet industry standards and requirements.
• Support and guide professional candidates throughout their journey.
• Build relationships with international bodies specifically with ACCA.
• Working towards for building of CPA Afghanistan as an institution.
• Development and review of the Afghanistan Taxation and Law examination materials.
• Development and review of the membership obtaining examination.
• Set up feedback systems for candidates to improve programs.
Accounting department:
The candidate will also provide technical assistance to the accounting department of MoF if they needed in terms of but not limited to, accounts classification, financials preparation and report making etc.
Job requirement:
Qualification and Experience:
Valid Chartered Accountant designation of CA Pakistan or CA India.
Extensive 15+ Years of experience in accounting, auditing, and regulatory compliance.
Strong knowledge of CPA regulations and industry standards.
Proven ability to train and mentor others.
Reporting and Contract Duration:
Report directly to the Director of CPA Afghanistan.
Collaborate closely with department and committees’ heads to ensure alignment of objectives.
Contract duration is one (1) year Extendable.
Deliverables:
Regular reports on departmental activities and recommendations for improvements.
Training materials and outlines for staff development initiatives.
Action plans for enhancing operational efficiency across all departments.
Remuneration and Allowances:
Basic Gross Salary USD 5k to 8k (negotiable) Per Month
Food Allowance USD 400/month
Travel Allowance USD 300/month
Accommodation Allowance USD 300/month
