The humanitarian crisis in Venezuela continues to escalate. Venezuelans face hyperinflation, putting them out of reach of basic goods and services, including healthcare and food. Shortages of medical supplies make it difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. Lack of food has led to hunger and malnutrition. Between 2015 and 2018, more than three million Venezuelans left to seek goods and services, mainly in neighboring countries.
Our Organization provides emergency response services in the states of Zulia, Lara, Falcón, Táchira and Apure, working in collaboration with Venezuelan civil society organizations, we provide essential services to vulnerable people, including Primary Health Care (PHC), Sexual and Reproductive Health (SRH), Nutrition, Gender-Based Violence (GBV) prevention and response, child protection prevention and response, Education in Emergencies, Food Security and Livelihoods. This strategic approach allows us to provide vital care to people in need in Venezuela, aligning ourselves with the commitment to strengthen localization and empower national actors.
Job Overview:
The Protection Officer (Women Protection and Empowerment (WPE) in Táchira) is responsible for direct case management, individual counselling and group psychosocial activities through safe spaces for women survivors of Gender-Based Violence (GBV). The Officer is expected to be frequently in the field to lead the implementation of Case Management, inform decision making, raise early warnings particularly during community awareness activities, training, project selection and conflict resolution.
Main responsibilities:
Technical Quality and Program Development
- Provide direct, age-appropriate case management to GBV survivors, including supporting clients in developing a plan to address their individual needs and safely implementing this plan.
- Adhere to the guiding principles of GBV, abuse, exploitation, neglect case management throughout all case management and psychosocial interventions. This includes ensuring survivors’ confidentiality and respecting their wishes and decisions.
- Develop age- and gender-appropriate case management, including assessment of client needs; basic crisis counselling (and in some contexts additional individual counselling); developing action plans with clients; supporting clients in seeking services and support.
- Provide services to GBV survivors, including case management, as well as best interest determination, age-appropriate engagement and decision-making for survivors, and Do No Harm analysis.
- Conduct specialized age and gender appropriate group emotional services to be delivered to vulnerable Beneficiaries.
- Work with the community mobilizer to exchange information and ensure that CIR programs respond to the changing needs of communities.
- Work together with protection assistants to respond to changing needs with a focus on preventing gender-based violence.
- Identify concerns related to and support compliance with referral protocols and safeguarding guiding principles and raise these concerns with the Senior Safeguarding Officer.
- Maintain effective working relationships with relevant stakeholders, including community leaders.
- Complete monthly activity reports, in accordance with guidance provided by the Senior Safeguarding Officer.
Monitoring Responsibilities
- Maintain detailed and confidential case files in line with recognized best practices
- Contribute to monthly reports.
Coordination & Representation
- Direct and effective communication with other social workers and service providers as part of individual case management
- Regularly attend field level case management meetings.
Program Development
- Contribute to the development of the strategic direction and operationalization of CIR programs in Táchira.
- Coordinate with staff from other areas in CIR (e.g. Food Safety, Health) at the field level.
- Support the detection of needs, design of responses and formulation of projects to address the needs of children, women and adolescents affected by the Venezuelan crisis
- Stay up to date and informed of developments in your field of action, in matters of protection and education, that affect the target population.
- Represent CIR in protection spaces when delegated.
Monitoring and Evaluation
- Complete the reliable checklist and report any problems to your immediate supervisor.
- Keep track of necessary information during and after the training exam, as well as focus group discussions.
- Upload information in a timely manner to CommCare, and make updates in a timely manner.
Others
- Consistently and proactively monitor/assess the safety and security of field teams; promptly report concerns or incidents to CIR management, liaising with community leaders and other external groups as needed to maintain/improve the safety environment of CIR programs.
- Other duties, as assigned by the immediate supervisor, to enable and develop CIR programs.
- All CIR staff are committed to CIR’s Standards of Professional Conduct (CIR Way) and CIR’s in-country employment policies and child protection policies.
SG- SST Responsibilities: Carry out the tasks derived from your employment contract in compliance with occupational health and safety regulations, not only in defense of your own safety and health but also with respect to other workers and beneficiaries and in safeguarding the facilities where you work, reporting dangerous conditions or situations to your immediate supervisor or to internal bodies (safety and health area, occupational health and safety committee for the prevention of accidents and/or occupational diseases so that timely action can be taken. They will use personal protective equipment correctly and maintain it in good condition, immediately reporting any loss, deterioration, expiration, or malfunctioning thereof to the person responsible for its supply or maintenance. They will report their health status and participate in training and in safety and health committees and others that the organization determines.
Job Requirements:
Education:
- Professional in psychology (Collegiate, with a university degree registered in the Public Registry and the Ministry of Popular Power for University Education), Social Work (university degree registered in the Public Registry), social sciences or other related field. Experience in GBV prevention programs is valued.
Preferred experience and skills:
- At least 2 years of experience in the implementation of gender-based violence programs and the implementation of response protocols and the provision of associated services.
- Experience in Case Management with GBV survivors.
- Experience in GBV prevention programs with knowledge of care pathways.
- Demonstrated dedication to women’s empowerment and protection through current/previous voluntary or paid work in women’s groups, girls’ clubs, or other relevant experience.
- Demonstrated understanding and ability to maintain confidentiality and respect for clients
- Positive and professional attitude, including the ability to lead and work well in a team environment.
- Previous experience working in emergency environments, insecure environments, or remote administration situations is preferred.
