DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla), urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander and Bolívar.
Job Overview :
Be responsible for community liaison with affected communities before, during and after Humanitarian Demining operations, in addition to carrying out anti-personnel mine risk education (ERM) activities, promoting safe behavior in affected communities, as well as collecting AICMA and contextual information.
Responsibilities:
- Direct management of ERM activities, in accordance with DRC/ACM guidelines and standard operating procedures (SOPs).
- Ensure compliance with IMAS (International Mine Action Standards) and National Mine Action Technical Standards.
- Classify and organize monthly operational reviews and plans and provide timely information to staff on process changes based on information provided by the ERM Coordinator, Field Technical Manager and Operations Manager.
- Prepare a detailed monthly work plan and a breakdown of activities in compliance with the indicators established in the project, including a breakdown of the activity budget.
- Contribute to the development of new ERM materials and key messages, while supporting their validation in the field, in accordance with the ERM general guidelines. Contribute to the development and implementation of monitoring and evaluation tools, such as internal QA/QC in accordance with the DRC/ACM POA.
- Organize and conduct ERM outreach and training workshops for communities.
- Provide training to community liaison(s) to develop relevant skills and capacities to conduct mine action activities efficiently and effectively. Ensure compliance with DRC/ACM national personnel policy guidelines and ensure compliance of all direct reports.
- Complete daily and weekly reports and submit them to the ERM Coordinator as required, according to the established schedule, meeting stipulated times. Conduct mine risk education in communities following the operational plan.
- Train key people in communities to become ERM trainers.
- Collect data in target communities, carrying out the Needs, Vulnerabilities and Capacities Assessment, (among other contextual information and AICMA).
- Maintain good relations with other mine action actors in the area, including those involved in inspection, marking and clearance to ensure good coordination and shared knowledge.
- Keep the vehicle in your charge in a perfect state of cleanliness, presentation, operation and conservation.
- You must keep your documentation up to date, including your identity card and driver’s license.
- Ensure the care of the vehicle assigned under your responsibility.
- Comply with internal work regulations and traffic regulations.
- Drive the assigned vehicle, in compliance with the transportation or mobilization activities required by the Organization, according to the instructions provided, DRC driving rules, driving schedule, in addition to taking into account the risk areas.
- Inform the immediate supervisor in a timely manner about the itinerary, performance, mileage, faults of the vehicles operated and refueling.
- I must ensure that the trip to be made is registered and authorized in the weekly vehicle schedule.
- Inform the office in charge of vehicle maintenance and repair in a timely manner of any faults or damages that may occur and, if necessary, carry out any procedure with insurance companies.
- Promptly inform the appropriate person of any collision or traffic accident that occurs in the performance of his/her duties.
- Responsible for on-board equipment such as roadside kit, first aid kit, keys and vehicle documents
- You must ensure that passengers make good use of the vehicle, as well as ensuring that they take safety measures, specifically seat belts.
- Store the vehicle as soon as you have been instructed and in the assigned place.
- Understand, represent and respect the DRC strategy and mandate.
- Respect and observe DRC staff rules at all times.
- Comply with the code of conduct and internal work regulations.
Safety and Health at Work
- Seek comprehensive care for your health.
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SST SG.
- Report any potential hazards and risks at your workplace in a timely manner.
- Attend SST training defined by the SG-SST training program.
- Ensure that your workplace and work area are kept in order and clean.
- Provide clear, truthful and complete information about your health status.
- Immediately report any work accidents, incidents (near accidents) and illnesses diagnosed as occupational to the SST area and your immediate supervisor.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
- Participate in training activities, drills and those scheduled by occupational health and safety
- Participate and contribute to compliance with the SG-SST policy and objectives.
Experience and Technical Skills:
- Two (2) years of experience working with communities
- Demonstrable ability to communicate and socialize content to interact with the community and national and local authorities.
- Good knowledge of computer handling and data acquisition.
- Skill in writing documents
- Demonstrable experience leading work teams.
- Driving license B1/B2.
Education:
- Completed high school.
- Technician or Technologist in some area of knowledge.
- Basic and/or advanced ERM course
Desirable:
Training and equivalent positions in other organizations are valid:
- Training in managing groups of people.
- ERM Labor Competence Certification
Languages:
English desirable.
