The USAID WASH Services project in Senegal, implemented by Tetra Tech International Development ( International Development Jobs – Tetra Tech ), is currently accepting expressions of interest for the Grants Officer. This position will be located in the main office in Dakar.
Job Description: The project aims to increase consumer demand and sustainable access to improved sanitation and water services to help the Government of Senegal achieve its WASH sector development goals of universal access to sanitation and water services by 2030. The Grants Officer will oversee grants under the activity. He/she is responsible for managing the entire Grants Under Contract (GUC) portfolio in accordance with USAID and Tetra Tech ARD procedures and policies governing Grants Under Contract. He/she will be responsible for building the capacity of staff and grantees on applicable USAID rules and regulations.
Responsibilities:
* Administer the project’s GUC portfolio.
* Lead the implementation and maintenance of the project grant manual.
* Strengthen the capacity of staff and grantees in GUC management; train staff in the use of the manual and annexes.
* Coordinate with the project team on annual planning to ensure that the program’s technical grant objectives are clearly defined and that estimated timelines for solicitations are appropriate.
* Define and administer grant application (RFA/APS) and selection processes in collaboration with technical staff and in accordance with Tetra Tech ARD and USAID procedures and policies.
* Convene and facilitate Review and Evaluation Committee sessions; document discussions and determination of successful applicants. Ensure that there are no conflicts of interest between committee members and grantees. Inform applicants of committee findings.
* Coordinate closely with the Technical Lead on technical and financial negotiations, as well as with the Monitoring, Evaluation and Learning (MEL) Lead on identifying the indicators that will be achieved.
* Monitor and manage grant finances in coordination; ensure timely payment to grantees, monitor total grant funds, prepare accurate financial projections and reports. Submit monthly grant follow-ups to headquarters.
* Conduct site visits to potential and existing beneficiaries as needed.
* Support the development of an information management system that meets the grant program to store documentation and facilitate workflow processes.
* Close grants in accordance with the procedures and policies in the Grants Manual.
* Perform other duties as assigned to support project objectives.
* Ensure that grant recipients comply with USAID’s safeguarding regulations, which are the set of protective measures designed to ensure that vulnerable populations are protected from harm related to Agency-funded programs, including sexual exploitation and abuse (SEA), child abuse, exploitation and neglect, and human trafficking.
Minimum qualifications:
* At least a master’s or bachelor’s degree in a related field.
* At least 5 years of experience in grant management for a donor-funded project.
* Experience working with GUC on a USAID funded project is an asset.
* Proven experience in designing complex grant applications for a market-driven project.
* Experience in market-based WASH projects is an asset.
* Proficiency in Microsoft Office suites such as Excel, Word, PowerPoint, etc.
* Fluency in written and spoken French is required; fluency in English is an asset.
* Work experience in Senegal.
