Description
Chemonics is seeking a Director of Finance and Operations to support the newly awarded Justice Renewal and Advancement Program (USAID JRAP). The goal of USAID JRAP is to improve the efficiency, transparency and accountability of the justice system in the short and medium term, while increasing the availability of legal services and the ability to adjudicate cases fairly and efficiently. JRAP has two components: (1) Strengthening the efficiency, transparency and accountability of the judicial system (2) Strengthening due process and improving integrity, transparency and access to justice.
The Director of Finance and Operations will report to the Chief of Party and will be responsible for overseeing all aspects of budgeting, financial management, compliance and reporting. They will provide financial management and administration of the cooperative agreement, as well as management support and oversight in the implementation of the activity in accordance with USAID regulations and procedures and Chemonics policies.
Responsibilities:
- Oversee all project operations and finances
- Monitor and support the standardization of operational systems, policies and procedures.
- Support the Chief of Party in the development and implementation of key management systems that will support project planning, reporting and performance.
- Oversee day-to-day field presence in the areas of operations (including project facilities such as offices, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting, as well as IT and information security.
- Ensure compliance of project operations with USAID, Chemonics Washington office and other administrative policies and guidelines, as well as host country requirements.
- Manage program accounting, country-level financial reporting, including drafting of all budgets, and manage bank accounts, including bank reconciliations. Provide financial analysis to project management and USAID.
- Oversee all matters and tasks related to human resources and personnel management, including recruitment and hiring of local staff, administration of local staff leave and benefits, care and professional development of local staff, and performance management and evaluation.
- Analyze and streamline processes in the local office, ensure training and capacity building of project staff on an ongoing basis regarding project administration and implementation.
- Oversee operational procurement to ensure compliance with all applicable rules and regulations, and that procurement file documentation is complete and detailed, in accordance with Chemonics field procurement guide.
- Establish standards and procedures to ensure effective compliance programs throughout the project.
- Perform other accounting, financial management, procurement and administrative duties consistent with the overall scope of the position and activity.
- Maintain regular correspondence with USAID and local office.
Qualifications:
- Master’s degree in business administration, finance, accounting or other relevant discipline required.
- A minimum of eight years of relevant work experience and demonstrated experience on USAID or donor-funded contracts with increasing responsibility.
- Advanced Excel skills and proven ability to develop and manage complex budgets.
- Thorough knowledge of USAID rules and regulations, particularly regarding finance and accounting, grants management and procurement for USAID projects, as well as contract compliance and oversight.
- Knowledge of Haiti’s operating environment, including registration, taxes and labor laws.
- Attention to detail and ability to prioritize tasks and support implementation of activities while ensuring adherence to required policies and protocols.
- Proven commitment to ethical and transparent practices and engagement with staff.
- Strong interpersonal skills to work with project stakeholders and USAID.
- Proven ability to coach, supervise and support staff.
