Chemonics International, Inc. is seeking a Deputy Chief of Party (DCOP) to support the newly awarded USAID Justice Renewal and Advancement Program (JRAP) in Haiti. The objective of JRAP is to improve the efficiency, transparency and accountability of the judicial system in the short and medium term, while increasing the availability of legal services and the capacity to adjudicate cases fairly and efficiently. JRAP has two components: (1) Strengthening the efficiency, transparency and accountability of the judicial system (2) Strengthening due process and improving integrity, transparency and access to justice.

The Deputy Chief of Party will provide technical support to the project’s outcomes and work closely with the Chief of Party. They will provide technical and administrative oversight to the project team. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Support the Chief of Party in developing and implementing key operational systems and technical approaches that will support project planning, reporting, and performance management, technical implementation, financial management, and personnel management
  • Supervise technical specialists, oversee program implementation of both project components in accordance with Project work plans
  • Support Chief of Party with key stakeholder interface, leading relationship-building and maintenance with Haitian justice sector partners
  • Contribute to weekly, quarterly, and annual reports and helps draft annual Project work plans
  • Supports data collection and monitoring and evaluation of Project activities
  • Manage administrative and technical project staff
  • Serve as acting chief of party with fully delegated responsibility and decision-making for technical and administrative project implementation and management
  • Ensure the project office functions according to Chemonics systems and practices and that all systems are maintained according to Chemonics’ best practices, USAID rules and regulations, and Haitian law
  • Coordinate with the home office on project operations and administrative issues

Qualifications:

  • A minimum of a bachelor’s degree; JD or master’s degree with a focus in justice sector reform or related field preferred
  • 10 years of experience working on donor-funded development projects in post-conflict or fragile states, with a focus on public administration reform, rule of law, or access to justice
  • Experience contributing to the design or implementation of justice, democracy and governance monitoring and evaluation programs.
  • Supervisory experience of both administrative and technical staff
  • Experience working on USAID projects and familiarity with USAID rules and regulations and experience in budgeting, procurement, financial management, completing data quality assessments and reporting on indicators.
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and different levels of organizations (government, private sector NGOs, research institutions)
  • Fluency in French and English required; Creole proficiency preferred
  • Demonstrated leadership, versatility, and integrity
