DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla), urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander and Bolívar.

Job Overview :

The Supervisor must exercise command and control of the team leaders and deminers in the tasks of ET/Clearance of AP/APC, in the search for MAP/MSE/AEI, in addition to carrying out the internal quality control processes and monitoring the internal quality assurance of the teams under his/her charge as established in POA04, in addition to carrying out the Neutralization/Destruction of AE when appropriate as established in POA 10, EOD.

Responsibilities:

  • Plan and coordinate clearing work in the AP/APCs assigned to you.
  • Responsible for the security and execution of assigned operations (including logistical aspects).
  • Enforce the established work schedules for the Demining Unit.
  • Coordinate the supervision work with the Team Leaders, Quality Coordinator, Operations Manager and the Monitoring Agency.
  • Check with the respective Team Leaders on a daily basis that all logistical, technical and human resources are in perfect operating condition for the efficient and safe development of tasks.
  • Monitor and consolidate the daily report inputs from the Team Leader(s), integrating the information into the Daily Progress Report, sending it to the Field Technical Manager with a copy to the Quality Coordinator.
  • In the event of an accident, immediately inform the Field Technical Manager (if he is not reachable, he will report to the Quality Coordinator, and failing that, to the Operations Manager).
  • Maintain good relations with the staff of the National Authority, the CEM-OAS, the DRC-ACM staff (subordinate teams and other members) and especially with the community.
  • Conduct random inspections of demining equipment, in coordination with the Team Leader.
  • Verify with the respective Team Leaders that the MEDEVAC Plan is available at the work sites, updated and in optimal working conditions.
  • Verify the correct marking of the AP/APC, that the personnel movements are carried out correctly, and ensure that safety distances are respected.
  • Verify that the procedures for transporting and storing explosive, deflagrating or combustible material are carried out in strict compliance with safety regulations and that these, in turn, are in accordance with Colombian legislation.
  • Check the safety, environmental management and hygiene conditions in the accommodation area during each visit.
  • Determine that the technical resources used by the staff are adequate and are used efficiently, especially detectors.
  • Exercise firm control over the maintenance and upkeep of equipment and tools.
  • Coordinate the on-site destruction of MAP/AEI/MSE when it is required and feasible at their technical level and this exceeds the Team Leader.
  • Carry out weekly CCI of at least 30% of the Reduced/Cleared area and already reviewed by the Team Leader.
  • Perform monitoring (ACI) of the equipment under your charge as established in POA04 (at least one Checklist per week per team).
  • Monitor and analyze the productivity achieved and recommend methods and practices to improve the profitable productivity of the operations to be carried out in the project.
  • The Supervisor must suspend humanitarian demining operations if individual or collective security conditions are being violated and seriously endanger people’s lives.
  • Be responsible in the ET/D Operations area in the event of an accident or incident (in his absence or if the Supervisor is the injured party, this responsibility falls to the corresponding Team Leader, and successively).
  • If not involved, you may be part of the Accident and Incident Investigation Team.

Other functions

  • Understand, represent and respect the DRC-ACM strategy and mandate, as well as ensure such understanding and adherence within the team.
  • Apply and ensure that the team applies the safety rules on the mission at all times.
  • Respect and observe DRC staff rules at all times.
  • Knowledge of mapping and use of GPS.
  • Comply with the DRC Code of Conduct.
  • Assist the TFM in training DRC staff when required. Any other task assigned by the Field Technical Manager and the Operations Manager.
  • Keep the vehicle in your charge in a perfect state of cleanliness, presentation, operation and conservation.
  • Ensure the care of the vehicle assigned under your responsibility.
  • Comply with internal work regulations and traffic regulations.
  • Drive the assigned vehicle, in compliance with the transportation or mobilization activities required by the Organization, according to the instructions provided, DRC driving rules, driving schedule, in addition to taking into account the risk areas.
  • Inform the immediate supervisor in a timely manner about the itinerary, performance, mileage, faults of the vehicles operated and refueling.
  • Ensure that the trip to be made is registered and authorized in the weekly vehicle schedule.
  • Inform the office in charge of vehicle maintenance and repair in a timely manner of any faults or damages that may occur and, if necessary, carry out any procedures with insurance companies.
  • Promptly inform the appropriate person of any collision or traffic accident that occurs in the performance of his/her duties.
  • Responsible for on-board equipment such as roadside kit, first aid kit, keys and vehicle documents
  • You must ensure that passengers make good use of the vehicle, as well as ensuring that they take safety measures, specifically seat belts.
  • Store the vehicle as soon as you have been instructed and in the assigned place.

  • Comply with the legal requirements applicable to occupational health and safety in each of the corresponding processes.
  • Actively participate in the implementation and improvement of the occupational health and safety management system.

  • Maintain permanent feedback on the processes, plans and programs under your responsibility by implementing corrective, preventive and improvement actions.
  • Suspend any activity when its development reveals non-compliance with current legal and/or internal regulations related to safety and health at work or endangers the integrity of the same.
  • Actively participate in the development of action plans within their area of ​​responsibility for occupational health and safety.
  • Make proper use of the resources provided by the company in conjunction with the ARL for training and education in occupational health and safety.
  • Properly use the equipment, tools and personal protective equipment provided by the company.
  • Accurately report your health status before, during and after performing the tasks for which you were hired.
  • Actively participate in identifying unsafe actions or conditions in the workplace.
  • Inform the representative of the management system or the COPASST of any type of incident or accident that occurs during the development of their activities.
  • Participate in investigations of workplace incidents or accidents reported in your area.

Experience and Technical Skills:

  • Three (3) years of experience in clearance work in Humanitarian Demining.
  • Computer management, Office package and data acquisition.
  • Skill in writing documents.
  • Demonstrable experience leading work teams.
  • Driving license B1/B2.

Education:

  • Completed high school.
  • Team Leader Accreditation Courses
  • Team Supervisor Accreditation Courses

Desirable:

Training and equivalent positions in other organizations are valid:

  • Experience in Internal Quality Control and Quality Assurance Process.
  • Technician or technologist in some area of ​​knowledge
  • EOD 1 and 2 accreditation course

Languages:

English desirable.
