Action Against Hunger is an international NGO that has been working in Chad for several decades and carries out both emergency and development activities to reduce malnutrition.
As part of the execution of its activities, Action Against Hunger, Chad mission, is requesting quotes to recruit a study office to conduct the final evaluation of the DETEKANEM project in consortium with OXFAM, ARDEK, CELIAF and AIDER.
This evaluation was commissioned with the aim of determining the relevance and achievement of objectives, efficiency, effectiveness, impact and sustainability and to provide the consortium partner organizations with the results achieved by the project.
Specifically, this assessment should provide credible and useful information on/for:
- Evaluate the performance of the program compared to what was initially planned to see if external or internal factors have influenced the implementation of the program (Generate evidence of achievements for the program intervention sectors);
- Evaluate the structuring of the consortium, and in particular the system based on sectoral focal points;
- Check whether the adjustments proposed during the mid-term evaluation have been taken into account;
- Assess the level of satisfaction and access of beneficiaries to the actions of the program;
- Assess the level and quality of integration of cross-cutting aspects (gender, protection, governance, and accountability) in the implementation of program actions.
- Identify lessons learned about what worked and what didn’t while highlighting strengths, weaknesses and good practices that deserve to be replicated;
- Formulate recommendations to improve implementation and provide solutions for the future phase and/or similar programs;
- Develop the program’s theory of change (TOC);
- Propose an exit strategy that ensures the sustainability and perpetuation of the program’s achievements and effects.
Offers must include the cost of transport, the cost of the service and any other costs relating to this activity, requested by Action Against Hunger.
