Background

STOOS is establishing a roster of qualified experts and vocational trainers for the delivery of youth-focused technical and soft skills training in Libya, in partnership with several clients. The assignment supports a livelihood programme in Benghazi and Sabha, targeting youth with skills to enhance their employability and livelihoods.

1. Vocational Trainers (Sector-Specific)

We are seeking experienced trainers in the following skill areas:

  • Electrical & Mechanical: Generator maintenance, solar energy systems, refrigeration repair, automobile maintenance
  • Construction & Finishing: Plastering, painting, ceramics, PVC, gypsum board, AC maintenance
  • Agriculture: Irrigation systems, RO units, vegetable production, gardening, farm machinery maintenance
  • Wood & Metal Work: Carpentry, metal fabrication (doors/windows)
  • Digital & IT Skills: Mobile repair, ERP, web development, graphic design, photography, digital marketing, Amadeus
  • Service Sector: Sewing/fashion, barista, hairdressing, cosmetology, sales and marketing
  • Language: English and Arabic instruction (basic and advanced)

Requirements

  • Minimum 5–7 years practical experience in your field
  • Proven track record of youth/adult vocational training
  • Experience with participatory and hands-on teaching approaches (min. 75% practical)
  • Arabic fluency required; English an asset

2. Soft Skills and Career Readiness Trainers

Trainers will deliver workshops on:

  • Communication skills
  • Life skills and behavioral adaptation
  • Career guidance and CV/interview preparation
  • Entrepreneurship and job search readiness

Requirements

  • Background in education, psychology, social sciences, or youth programming
  • Experience delivering participatory training to youth
  • Familiarity with behavioral science approaches preferred

3. Curriculum Developers / Instructional Designers

These consultants will:

  • Design or adapt training manuals and guides for sector-specific training
  • Ensure alignment with Libyan labor market demand and sectoral accreditation
  • Collaborate with STOOS and its different clients for manual approval and piloting

Requirements

  • Experience in designing TVET curricula (minimum 5 years)
  • Strong understanding of competency-based learning models
  • Arabic and English fluency; Libyan context experience preferred

4. M&E and Training Quality Assurance Specialists

M&E experts will:

  • Develop pre/post training assessments and satisfaction tools
  • Support reporting on learning outcomes and effectiveness
  • Review training sessions for quality and compliance

Requirements

  • Strong M&E background in education or livelihoods programmes
  • Experience designing training assessment tools
  • Familiarity with Libya landscape and donor reporting formats is a plus

5. Job Placement / Private Sector Engagement Advisors

These advisors will:

  • Support STOOS in identifying private sector actors for internships and job placement
  • Facilitate MoUs with companies and organize job fairs
  • Monitor placement outcomes and follow-up support for trainees

Requirements

  • Experience in youth employment, internship programming, or corporate engagement
  • Knowledge of the Libyan private sector landscape
  • Fluency in Arabic; strong communication and negotiation skills
