Project Description:
The purpose of the Project is the generation of short-term jobs and income opportunities for Syrian refugees and vulnerable Jordanians, while supporting sustainable afforestation measures under the National Afforestation Programme (NAP). This comprises three results at the outcome level each with one or two outputs:
- Outcome 1: Improving livelihoods and social cohesion of Syrian refugees and vulnerable Jordanians
Output 1.1: short-term jobs and income opportunities for Syrian refugees and vulnerable Jordanians.
Output 1.2: measures to improve long-term income opportunities for the target groups. - Outcome 2: Sustainable improvement and expansion of forest areas in Jordan
Output 2.1: Afforestation measures under the National Afforestation Programme
Output 2.2: Community engagement in communal forestry related activities, and - Outcome 3: Institutional strengthening of the Ministry of Agriculture (MoA).
Output 3.1: Support for project implementation and strengthening of management capacities of MoA.
The target groups are Syrian refugees and vulnerable Jordanians in the project area. Beneficiaries of short-term employment opportunities shall be 50% Syrian refugees and 50% vulnerable Jordanians. During the first 24 months, it is expected to generate up to 1.000 short term job opportunities of around three months duration each. The implementation of the project will be guided by the Project Operations Manual (POM). The POM has yet to be finalized during the inception phase of the project. The POM will be based (1) on the terms and guidelines currently used for the ongoing afforestation measures under the Employment Intensive Investment Programme (EIIP) implemented under an Implementation Agreement between ILO and MoA, and (2) on the agreements made between KfW and MoA during the Project appraisal mission.
Job Description:
We are looking for experts with team leader experience who, in addition, fulfill either the requirements of Key Expert 1 or Key Expert 2.
Key Expert 1 Finance Expert
- Monitoring attendance and compliance of ESS standard
- Processing payments for workers (payrolls)
- Identifying and assessing longer-term income opportunities in related areas, implementing selected measures
Key Expert 2 Cash-for-Work Expert
- Recruiting workers based on sound and transparent selection criteria using a balloting system to avoid nepotism;
- Recruiting semi-/skilled workers (group leaders, ESS assistants, data entry assistants) by merit-based selection (open tender with qualification test);
- Handling work permit applications for Syrian workers;
- Training of workers (worker rights, OHS, grievance, gender etc.;
- Identifying and assessing longer-term income opportunities in related areas, implementing selected measures
Team Leader
- Overall advice to the partner Ministry of Agriculture (MoA)for the implementation of the project and the coordination with other stakeholders;
- General management including team management and oversight of the implementation of project measures;
- Supervise and coordinate the procurement of works, goods and consulting services according to agreed procedures;
- Contribute to overall financial management of the project including (cross-checking) assessment of disbursement claims;
- Support MoA in using and managing the Disposition Fund in line with the KfW rules and regulations;
- Monitoring of project implementation, including the financial monitoring of approved budgets, progress monitoring of the implementation of project activities as well as the monitoring of the performance and impact of the project;
- Represent the consortium towards the partner and stakeholders, ensure (project) visibility and facilitate coordination and communication with external parties;
- Elaboration of regular reports on the project implementation according to the agreed reporting structure and schedule; coordinate and supervise the elaboration and submission of inputs for reports from the different team members;
- Ensure the achievement of the Project results as defined in the results matrix;
- Support the development and update of the Project Operations Manual;
- Support the design and implementation of Tender Processes.
Qualifications:
Key Expert 1 Project Management and Finance Expert
- Academic qualifications:
Minimum bachelors degree (or equivalent) in management, public administration, economics, finance, or related discipline. Masters degree or above will receive 25% additional points. - General experience:
8 or more years in international cooperation, public management, cash-for-work, payroll management, afforestation or other sectors related to the Overall Tasks of the Consultant as described above. - Specific experience:
up to 4 projects of similar scope and complexity in terms of sectoral focus and scope as senior expert or equivalent showing relevant experience with project implementation and management, financial management, monitoring and reporting, usage and management of a disposition fond - Regional experience:
up to 1 project of similar scope and complexity showing working experience in Jordan or the region. - Language requirements:
English and Arabic fluency is mandatory.
Key Expert 2 Cash-for-Work Expert (Social Safeguards, Site Supervision)
- Academic qualifications:
Minimum bachelors (or equivalent) degree in social sciences, E&S Sciences, management or related discipline. Masters degree or above will receive 25% additional points - General professional experience:
8 or more years in international cooperation, and social sector projects, e.g. cash-for-work, employment, refugee and relief projects, gender mainstreaming, inclusion, grievance handling, public sector management, monitoring and reporting. - Specific professional experience:
up to 4 projects of similar scope and complexity in terms of sectoral focus and scope as senior expert or equivalent showing relevant experience with site supervision and monitoring for cash for work programmes and experience with work with refugees and/or vulnerable groups. - Regional experience:
up to 1 project of similar scope and complexity showing work with Syrian refugees in Jordan, preferably a cash for work program. - Language requirements:
English and Arabic fluency is mandatory.
Specific experience: Management Skills:
- Participation as team leader in 1 development project similar to the proposed assignment in terms of scope and complexity.
