- About CARE Kenya
Founded in 1945, CARE International is a leading global humanitarian and development organization to save lives, end poverty and fight social injustice. CARE Kenya has been working in partnership with Development and relief Organizations, private sector, and the Government of Kenya since 1968 and has built a robust portfolio of development and humanitarian programs, encompassing refugee support, emergency response, livelihoods, food security, climate change adaptation, Water, Sanitation and Hygiene (WASH), sexual and reproductive health, maternal health, women’s and girls’ economic empowerment, and youth employability.
Rooted in CARE’s 2030 Vision, the CARE Kenya’s 2024-2030 Strategy we aspire to impact 5.5 million people by 2030 by creating a Kenya where individuals, especially women and girls, can realize their full potential in equitable, inclusive, and climate-resilient environments. The CARE Kenya Strategy focuses on three key programming pillars namely.
- Gender Equality and Women’s Empowerment Pillar: CARE Kenya collaborates with local communities, public, private, and civil society, and government to challenge gender norms, improve women’s political participation, and support women’s leadership. CARE enables partners to build and share evidence on what works in different contexts and to scale up gender transformative practices.
- Food, Water, and Nutrition Security Pillar: CARE works with local feminist organizations and commercial institutions to promote sustainable food and market systems by building a strong commercial ecosystem that benefits women, girls and the poor. We prioritize initiatives like the Farmer Field Business School model to strengthen agricultural value chains, improve dietary diversity, and work with the public and private sector to strengthen water governance and accountability systems, promote use of climate-smart technologies, and enhance women participation in water management.
- Humanitarian and Emergency Response Pillar is driven by CARE’s Women Lead in Emergencies model, informed by the Humanitarian-Development-Peace (HDP) Nexus, seeing recovery and peacebuilding as integral components to emergency response. Working in CARE’s core emergency themes of food security, nutrition, economic recovery, and WASH, we enable local, women-led structures in vulnerable communities to deliver locally led, GEWE centered, life-saving humanitarian assistance to vulnerable, conflict and crisis affected populations, refugees, and displaced populations.
- HUMANITARIAN AND EMERGENCY RESPONSE PILLAR
As defined in the 2024-2030 strategy, CARE Kenya will transition away from direct assistance and seek to enable dignified, locally led, and resilient response systems. It will transfer resources by expanding cash and asset transfers. The organization will empower CBOs as true first responders, under CARE’s Women Lead in Emergencies approach. Programming will be informed by the Human-Development-Peace (HDP) Nexus, seeing recovery and peacebuilding as integral components to emergency response.
We will work with communities, the displaced, the local humanitarian community – especially women-led bodies – to build impact across our five humanitarian result areas:
- life-saving food security and nutrition humanitarian assistance, through emergency cash, livestock feed and vaccine support, and nutrition supplementary assistance.
- life-saving WASH services, with quality, resilient multi-purpose water supply, hygiene, and sanitation systems.
- resilience to shocks, through resilience building and recovery efforts linked to livelihoods, migrant reintegration, and community-based Disaster Risk Reduction (DRR) and County and National preparedness capacity.
- humanitarian policies and structures, through rights-based advocacy, influence, and training.
- gender and protection prevention, response and mainstreaming, through internal and external training, advocacy and capacity building, with a focus on GBViE.
CARE Kenya is seeking services of a consultant with relevant and extensive expertise preferably in both humanitarian assistance and development in the short-term to support the Country office in developing its statement of ambition for its Humanitarian work and develop a framework for preparedness, humanitarian support and resilience building across the continuum of the humanitarian development peace nexus (triple nexus).
Specific Objectives
- Develop CARE Kenya Humanitarian Strategy that integrates Gender responsive humanitarian response approaches
- Develop a capacity statement as part of the strategy
- Finalize on CARE Kenya’s Humanitarian pillar implementation framework
- Identify and document strategic focus or niche for CARE Kenya’s approaches, and priorities for livelihoods and resilience building in line with Triple Nexus programming
- Undertake a Landscape analysis of the humanitarian coordination landscape in Kenya and in alignment with the humanitarian strategy, map out strategic coordination, implementation, and funding partners
- Develop a situational report on the predicted La Nina drought and develop a concept note for response to the same
- SCOPE OF CONSULTANCY
The engagement shall include desk study of Country Office strategy and all relevant programme documents, reports, reviews and strategies and subsequent development of CARE Kenya’s Humanitarian Capacity Statement and Statement of ambition for CARE Kenya’s Humanitarian work. The consultant will then document recommendations based on CARE Kenya strategic focus and niche how best to strengthen community resilience and better link our humanitarian and development funding for improving impact. The consultant shall conduct a donor landscape analysis for Humanitarian donors in Kenya.

The following deliverables are expected from the consultant.
- Humanitarian Strategy for CARE Kenya
- Humanitarian Capacity Statement for CARE Kenya
- Humanitarian pillar implementation framework
- Document on Triple nexus programming strategic focus for CARE Kenya
- Donor landscape analysis for Humanitarian in Kenya
- Concept note on La Nina Report
Responsibility of –CARE Kenya.
- Provide any information that may be required by the consultant during implementation of the assignment.
- Participate in decision making according to consultant tasks above and be available for consultation as needed.
- Review draft reports and provide feedback.
- Provide logistical support during the engagement period on need basis.
- Facilitate payment as specified in the contract document.
Timeline
The consultant will be expected to develop a workplan and timeline to deliver on the above-mentioned scope covering a total of 40 working days.
Candidate profile
- The essential qualifications and experience for this assignment are:
- Extensive experience in humanitarian response and development cooperation and peacebuilding, including in protracted conflict related crises with at least 3 years’ experience in field level operations.
- Up to date knowledge on the Triple Nexus debate and practice across the sector.
- Experience with gender sensitive humanitarian and development programmes.
- Prior experience of adaptive programming.
- Previous experience in a multi-mandated INGO and ideally with a focus across all three pillars of the Triple Nexus.
- Fluent written and spoken English.
- Sound knowledge of the Kenyan humanitarian and development context
- Good knowledge of the humanitarian coordination system
INSTITUTIONAL ARRANGEMENTS
The deliverables will be approved by the CARE Kenya’s Assistant Country Director Programs. The consultant/firm will be expected to arrange and cover the costs of consultancy fee, fieldwork and other logistics associated with the assignment. CARE Kenya will provide useful project documents that will inform this exercise.
DURATION OF WORK
The work is expected to be completed in 40 working days – The consultancy is expected to commence ASAP.
