Position Title : Monitoring and Evaluation Assistant

Duty Station : IOM Philippines – Country Office (Manila)

Classification : General Service Staff, Grade G-5

Type of Appointment : Special Short-Term, six months with possibility of extension

Estimated Start Date : As soon as possible

Closing Date : 31 January 2024

Under the overall supervision of the Head of Project Support Unit and under the direct supervision of the National Monitoring and Evaluation Officer, the successful candidate will provide support to the information management, monitoring, evaluation and learning needs of the Country Office, with a focus on supporting IOM, UN and Government reporting. The incumbent will also assist in the CO’s projects compliance with M&E standards, quality assurance, and donor reporting.

Responsibilities:

  • Support the design and implementation of the Monitoring and Evaluation framework of ongoing projects, including the proper implementation of M&E activities as laid out in the respective M&E plans.
  • Contribute to the development and usage of standardized M&E tools and plans, including for qualitative and quantitative data collection, data quality monitoring, analysis and regular reporting on indicators.
  • Assist in the management of internal project databases, ensuring that relevant data on the implementation of projects are captured and organized.
  • Contribute to the drafting of thematic/sectoral reports as required and in coordination with the National M&E Officer to be used for internal and external communications materials, highlighting outcomes and impact across the thematic areas and when applicable, to specific areas or groups of beneficiaries.
  • Conduct field monitoring and evaluation visits in coordination with the project teams to monitor technical compliance and timely execution of programmes, in close coordination with programme teams.
  • Guide enumerators in coordination with the National M&E Officer during data collection for M&E purposes, as needed.
  • In collaboration with the National M&E Officer, provide support on UN coordination mechanisms in relations to M&E and reporting needs.
  • Consolidate, clean and analyze data on programme implementation and indicators for internal and external reporting.
  • Support with evaluation needs of the projects, in coordination with the National M&E Officer, project team and other relevant stakeholders.
  • Undertake duty travels within and outside Manila as necessary to support M&E and data collection needs, in coordination with project team.
  • Perform other duties as may be assigned.

Qualifications

Education

  • University degree in Social or Political Science, Development Studies, Public Administration, or any related field from an accredited academic institution with three years of professional experience; or
  • Completed High School degree from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in Programme Monitoring and Evaluation, project development or project management, and information management is required.
  • Experience in data analysis and report writing required.
  • Working experience with UN agencies, NGOs and/or other humanitarian and development agencies an asset.
  • Knowledge of Migration, Development and/or Humanitarian issues an asset.

Skills

  • Proven ability to consolidate and validate information from multiple sources.
  • Proven ability to work with basic presentation software, especially Microsoft PowerPoint and Excel.
  • Knowledge of ACCESS and statistical analysis, preferred.
  • Knowledge on project management in a development and migration context preferred.

Languages

  • Fluency in English and Filipino (oral and written)
