Médecins du Monde has been involved in Madagascar since the late 1980s in emergency, recovery and development programs. In recent years, MdM has strengthened its presence in the country on the themes of sexual and reproductive health and rights, emergency cyclone and drought responses and the prevention and management of gender-based violence. The mission now includes coordination in the capital with a project base, as well as 3 field bases (Ambovombe, Androy region, Mananjary, Vatovay region, and Tamatave, Atsinanana region). The mission has also diversified its donor portfolio and increased its annual budget since 2021, which involves structuring the Finance department to ensure the quality of financial monitoring.
The post
Under the supervision of the general coordinator, you plan, centralize, coordinate and supervise the financial management and administration of the mission within the framework of MdM deadlines, policies and procedures. You lead a team of 4 national law employees and provide technical support to operational staff on the financial management of missions.
More specifically, your missions are as follows:
Financial, accounting and budgetary management
- Provide supervision, control and accounting consolidation of the mission
- Perform cash inventories and bank reconciliations
- Ensure the development and monitoring of budgets
- Develop the mission’s annual cash flow plan, ensure its management is implemented, verify the consistency of supply requests
- Provide technical support to operational staff and budget holders on financial management
- Analyze financial information, ensure compliance with mission financing plans and donor contracts and anticipate potential financial risks
- Ensure financial control of logistics and medical services through auditing and prepare internal and external audits
- Assist the general coordinator in fundraising and relations with donors
- Supervise the archiving of accounting documents according to established accounting rules
- Develop and implement the mission’s administrative and financial procedures and ensure that they are respected
- Ensure compliance with the country’s tax rules and prepare tax returns and payments
- Participate in the drafting of the financial sections of funding requests and donor reports
- Provide training and monitoring of partnerships for financial aspects
Administrative Management
- Ensure tax and legal monitoring of the mission
- Participate in the negotiation and formalization of agreements and contracts
- Ensure monitoring of mission registration procedures with the relevant authorities
Management
- Recruit, support and strengthen the capacities of your team members and database administrators
- Conduct annual performance reviews for your team
Representation
- Participate in inter-admin meetings with other NGOs
- Ensure official representation for the administrative management of the mission with the competent authorities
Profile sought
- Higher education bac+3 in management or accounting
- Minimum 4 years of experience, including 1 year in the field of international solidarity as an administrator
- Experience in capacity building and management
- Experience in an emergency context desirable
- Knowledge of the rules of contracts with the main donors (BHA, EU, ECHO, AFD, CDCS)
- Good organizational, priority management, analysis and synthesis skills
- Very good command of Word, Excel and SAGA
- Languages: fluency in spoken and written French essential, fluency in English appreciated
Conditions of employment
- Position to be filled as soon as possible
- 12-month fixed-term contract
- Departure alone
- Gross monthly salary of 3306 euros
- Status: supervisor
- Position based in Antananarivo with regular travel within the country
- Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
- Expatriation bonus of 10% of gross salary per month
- Coverage of transport (home – mission), visas, vaccinations on departure
- Individual housing with monthly allowance of 2,192,948 Malagasy aryari
- 22.5 RTT / an
- 5 weeks of paid vacation / year
- Mutual insurance (50% participation by MdM and 50% by the employee)
- Insurance (repatriation, etc.)
