Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a Deputy Chief of Party Technical (DCOP – Technical) position on the anticipated USAID-funded Trade Integration and Competitiveness Activity in Vientiane, Laos. The position is contingent upon the activity’s award and USAID approval.
Position Description: The Activity will contribute to the cross cutting programmatic approaches in the USAID/Laos Strategic Framework (2023-2028): digitalization, private sector engagement, gender and inclusive development, and localization. The goal outcomes: Responsible and sustainable trade and investment environment increased, sustainable employment creation increased in focused value chains, and regional integration advanced.
Working under the overall direction of the Chief of Party (COP) and coordination and collaboration with project technical staff, the Deputy Chief of Party (DCOP) Technical will be responsible for overseeing effective coordination and technical integration and delivery of activities during the project implementation. With oversight over technical implementation, the DCOP Technical is the project’s main technical expert, responsible ultimately for the integrity of its work plan and the completion of its contractual deliverables. The DCOP Technical will oversee a team of technical experts, guiding and supervising their work, and making recommendations to the COP on administrative and personnel matters concerning the Technical Staff and consultants in conformity with the rules and procedures of Tetra Tech, USAID regulations and local law. The DCOP Technical must be able to demonstrate the requisite experience to effectively backstop and reinforce the team’s long and short‐term technical specialists; ensure the project focus remains on achieving results; and manage an effective monitoring and reporting system. This is anticipated to be a full-time position based in Vientiane, Laos.
Responsibilities:
* Oversee planning, coordination, and day-to-day direction of implemented technical activities in partnership with technical staff and consultants and technical partner organizations and subcontractors.
* Provide technical expertise and support annual activity work planning and adaptive management.
* Oversee technical activities and ensure interventions align with targets as set in the monitoring, evaluation, and learning (MEL) plan.
* Drive the learning processes and advice on programmatic decisions based on lessons.
* Ensure highest quality technical deliverables.
* Serve as Acting COP and point of contract for the client and home office in the COP’s absence.
* Ensure compliance with USAID rules and regulations.
* Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.
Minimum Qualification Requirements:
* Minimum master’s degree or higher in business administration, economics, or other relevant discipline required.
* At least seven (7) years of progressively responsible supervisory experience and work experience providing technical oversight to donor-funded local government and/or local economic development activities.
* Experience with sustainable trade and investment, including through regional trade mechanisms preferred within ASEAN or in Southeast Asia region.
* Experience with inclusive economic empowerment and workforce development.
* Experience with MSME competitiveness and investment readiness.
* Ability to establish strong relationships with a range of organizations, beneficiaries, and related parties (e.g., Laotian public sector (ministries and local level), private sector (business development service providers, associations, leading firms), and civil society (NGOs, academia).
* Excellent credentials as a manager of professional staff (e.g., managing diverse technical professionals, including setting deadlines, providing feedback, evaluating performance, etc.).
* Exceptional managerial skills and demonstrated experience in managing donor-funded projects of similar size and scope; USAID/USG experience preferred.
* Professional fluency in written and spoken English and Lao required.
